The new system could reduce the quality of service available, cap candidate numbers and delay the placing of staff, it has been claimed.

According to recruiter.co.uk, regulations for skilled non-EU migrants will move into a new phase in November.

This will force employers to become sponsors and could place a higher regulatory burden on them.

Recruiters may not be ready for this change after a new survey from Sarah Butler Associates revealed that only 11 per cent of Britain's biggest employers had applied for licences.

Sarah Butler, a managing partner in the firm, said that some employers were confused and did not know what to expect or when it was going to happen.

She said they had "little guidance".

Recruiters are also reported to be worried about the number of immigrant visas they may require.

They may have to apply for the visas a year in advance, which could cause difficulties.
